Learn about the future of North Carolina transportation with Victor Barbour, P.E., Administrator of the Technical Services Division and Robert J. Stroup, PE Operations Project Engineer for the Professional Services Management Unit as they share the latest information on what transportation decisions are being made and how the NCDOT bidding process works.

Victor Barbour, P.E. is the Technical Services Administrator for the N.C. Department of Transportation and is responsible for research and development, quality enhancement, contract standards and development, professional services management, transportation program management, contractual services and performance metrics. He has been with the department for 24 years.


The main objective of the Technical Services Division is to minimize the amount of time business units spend on the administration of project delivery so they can focus on technical delivery of their core business functions. Its staff members chair the bid review, goal compliance, American Council of Engineering Companies and Associated General Contractors committees. The division also leads a committee that manages the department’s bidders list.

 

Robert J. Stroup, PE is the Operations Project Engineer for the Professional Services Management Unit in the Technical Services Division of the North Carolina Department of Transportation (NCDOT). The Professional Services Management Unit is responsible for the procurement of all engineering/architectural/professional services for NCDOT. Within PSMU, Robert oversees professional services procurement functions for the 14 Highway Divisions, Asset Management, Field Support, Right of Way, Utilities, Value Engineering, Strategic Planning, and GIS. Robert holds a Bachelor of Science degree in Civil Engineering-Construction Option from North Carolina State University and is a registered Professional Engineer. He has worked at NCDOT for 13 years.
