Charles Perusse, Vice President for Finance, University of North Carolina
Mr. Perusse has 17 years of statewide budget and financial management experience and was appointed Vice President of Finance for the University of North Carolina System on March 1, 2011. Prior to that, he served three years as State Budget Director and six years as Deputy Director of the Governor’s Office of State Budget and Management.

Mr. Perusee spent eight years in General Assembly’s Fiscal Research Division, serving three years as budget coordinator for House of Representatives.

He has a thorough understanding of the entire North Carolina State Budget; is widely excepted expert in budget preparation and management activities; excellent relationship with agency heads, legislative leaders, and bond rating staff; considerable knowledge and application of government human resource practices and information technology programs
