As the Charlotte Housing Authority (CHA) continues to evolve so do the opportunities for their future residents, local neighborhoods and surrounding A/E/C industries.  Affordability still continues to be at the top of the list of priorities for most residents of the Queen City as does the familiar phrase of, “Location, Location, Location.” But HOW do the two become one under a non-profit public real estate holding company?  Our panel of experts will look at this public / private partnership in detail and discuss how it has evolved and what new opportunities, including Strawn Villages and Blue Horizon, will develop from it.

MODERATOR:

Troy Drawz, Chief Development Officer, Charlotte Housing Authority 

Troy joined CHA after working with the Vancouver Housing Authority (VHA) from 2011 until late 2014, where he served as the Director of Development and Construction and as a Development Project Manager. He also served as Executive Director of Vancouver Affordable Housing, a 501(c)(3) nonprofit subsidiary of VHA focused on real estate development, property management and asset disposition. In addition to his 12 years' experience in the development of affordable and public housing, Troy has a diverse range of experience in the private sector, including Avamere Health Services, where he managed real estate development of senior independent living facilities.

PANELISTS:

Fulton Meachem, Jr., President and Chief Executive Officer, Charlotte Housing Authority 

As President and CEO of CHA, Fulton is responsible for the oversight and effective operation of one of the most progressive housing authorities in the nation. He has over 20 years’ experience in the affordable housing industry and has extensive experience in developing and executing workforce housing, resident services, and housing operations. He is skilled in developing community partnerships and fostering strong relationships with Boards, staff, and residents. And he has successfully led development efforts which resulted in the creation of over 1600 mixed-income apartments using a myriad of sources such as HOPE VI funding, Low-Income Housing Tax Credits, and Tax Exempt Bond Financing.

Sharbara Ellis, Section 3 Coordinator, Charlotte Housing Authority

Sharbara joined the CHA as the Section 3 Coordinator in March 2009. Her more than 20 years of community relations experience has been key to implementing a successful Section 3 program in Charlotte. In her tenure, she has increased the awareness of Section 3 in the community, raising the attention of opportunities and compliance.

In February of 2010, she launched an initiative to create an implementation resource for Section 3 professionals throughout the country, The Association for Section 3 Professionals, AS3P. The response was tremendous, reinforcing a need for standard Section 3 practices.

Prior to joining the housing authority, Sharbara was a community relations manager with the National Basketball Association (NBA) Charlotte Bobcats. She has also served as the lead project coordinator for the Charlotte Chamber of Commerce where she planned, managed, and implemented division programs and special events.

Jeff Meadows, Senior Development Officer at Horizon Development Properties, Inc. (HDP)

Jeff has been with HDP since 2005 and brings to the Real Estate Development Group more than 14 years’ experience in the affordable housing industry. From 1994 through 2000 he was a City Planner and Community Development Coordinator in the City of Cape Coral, Florida managing a grant program in excess of $2M. In 2000, he joined the City of Charlotte, NC as the Housing Services Supervisor and participated in managing the City’s Housing Trust Fund (HTF) valued at over $47M as the fund’s chief underwriter. He has also received certifications from: the American Institute of Certified Planners (AICP); and the National Development Council’s Housing Development Finance Professional (HDFP). Jeff earned a B.S. in Liberal Studies with concentrations in Business, Education, Humanities and Social Sciences and a Master in Public Administration (MPA) from the University of Central Florida. He has overseen renovations of McMullen Woods, Mill Pond and Seneca Woods, as well as been the lead development officer on numerous new construction projects, including the Vistas @ 707, Prosperity Creek, Steele Creek Seniors, 940 Brevard, Springcroft at Ashley Square, and Ashley Square at SouthPark. 

Michael Fallon, Chief Investment Officer, The Fallon Company

As Chief Investment Officer, Michael Fallon is responsible for developing and executing The Fallon Company’s growth strategy through acquisitions of real estate, development, and investment. He leads the evaluation and capitalization of The Fallon Company’s national real estate portfolio and overseeing both development and operating asset management and risk management efforts.

Michael brings diversified real experience to his role, including expertise in development, permitting, acquisition, and financing, and experience with State and Federal regulatory agency negotiations, as well as, direct construction management.

Previously, Michael served as Senior Vice President for The Fallon Company. Prior to joining the firm, Mr. Fallon was an engineer, and a materials expediter, for Turner Construction of Boston, Massachusetts, where he was involved in the scheduling, fabrication and construction of all major structural components of myriad projects.
